For the Casserole:

  • 1 lb (450g) ground beef
  • 1 small onion, diced
  • 2 cloves garlic, minced
  • 1 small head cabbage, chopped
  • 1 can (14.5 oz) diced tomatoes, drained
  • 1 teaspoon salt
  • 1/2 teaspoon black pepper
  • 1 teaspoon paprika
  • 1 teaspoon dried oregano
  • 1/2 teaspoon red pepper flakes (optional, for heat)
  • 1 cup shredded cheddar cheese

For the Cream Sauce:

  • 2 tablespoons butter
  • 2 tablespoons all-purpose flour
  • 1 cup milk
  • 1/2 cup heavy cream
  • 1/2 teaspoon salt
  • 1/4 teaspoon nutmeg (optional)
  • 1/2 cup grated Parmesan cheese

Instructions

Step 1: Prepare the Beef and Cabbage

  1. Preheat oven to 375°F (190°C).
  2. In a large skillet over medium heat, cook ground beef until browned. Drain excess fat.
  3. Add diced onions and garlic, cooking until softened (about 3-4 minutes).
  4. Stir in chopped cabbage, diced tomatoes, salt, black pepper, paprika, oregano, and red pepper flakes (if using). Cook for about 5 minutes until the cabbage starts to soften.

Step 2: Make the Cream Sauce

  1. In a saucepan, melt butter over medium heat.
  2. Stir in flour and cook for 1 minute until lightly golden.
  3. Gradually whisk in milk and heavy cream, stirring constantly until thickened.
  4. Add salt, nutmeg (if using), and Parmesan cheese, stirring until smooth.

Step 3: Assemble the Casserole

  1. In a greased 9×13-inch baking dish, spread the beef and cabbage mixture evenly.
  2. Pour the cream sauce over the top, spreading evenly.
  3. Sprinkle shredded cheddar cheese over the casserole.

Step 4: Bake the Casserole

  1. Bake uncovered for 25-30 minutes, or until the cheese is bubbly and golden brown.
  2. Let it cool for 5 minutes before serving.
